Ninja, I spent quite a bit of time working on the builds for you today, and I came to a conclusion that has some good news and some bad news. The bad news is, there is simply no chance in hell that you will ever make your Elude reach a recharge rate in which it can become perma'd, based on all the nerfs the devs have made over the years.
The good news is, even if you could get it to reach that point, it would have cost you over 20 billion influence, so you won't have to worry about dumping that much cash into this toon's build.
The final conclusion I came to caused me to put both builds together. What I have worked out is a way for you to use your Elude as a panic button (much like the way Invuln tanks use their Unstoppable), and progress through the rest of your time with your defenses above the soft cap at a much more reasonable price.
This build is very affordable, really, since it has no purples or anything like that. The Obliteration sets and Gaussian's are somewhat expensive, but the build doesn't have much else that will hurt your finances too much at all.
I wouldn't say that this build is super uber doober or anything like that, but it will be very tough to kill in PvE, it will be very affordable, and it will be great as a boss killer with enough defense and endurance recovery to choke a horse.

By the way, the build Molecular posted is also a good build, but his
will cost you way, way more money to make, and definitely more than you
were saying you wanted to pay. He has about a billion influence worth
of LoTG 7.5's in it, plus the Obliterations and Gaussian's that my
build has, in addition to other expensive LoTG IO's, the Steadfast 3%
defense, Numinas', and a chance for plus end proc from the Performance
Shifter set.
Realistically, Molecular's build is going to cost
you about two billion to build if you pay cash for the whole thing, but
mine will cost as little as 300 million or so, especially if you are
patient at the market and get some help from SG members who may not

were saying you wanted to pay. He has about a billion influence worth
of LoTG 7.5's in it, plus the Obliterations and Gaussian's that my
build has, in addition to other expensive LoTG IO's, the Steadfast 3%
defense, Numinas', and a chance for plus end proc from the Performance
Shifter set.
Realistically, Molecular's build is going to cost
you about two billion to build if you pay cash for the whole thing, but
mine will cost as little as 300 million or so, especially if you are
patient at the market and get some help from SG members who may not

i trusted molecular, but that's the thing, money. lol. thanks Mighty, I'll probably be asking for more bargain bin builds as I get around to lvl'ing my other toons (like that son/rad......), but all in due time I guess .

It should work out for you. The build I did is very affordable and will put you over the soft cap to all three forms of defense, so you should be able to tear some mishs up.
