Ice/Ice Blaster

Ok guys I need some help with a respec on Frostyblue my 1st 50 and badge whore. Im using a build "he who shall not be named" did for me and I know it can be much, much better. I will post what I have as of now and any help I can get would be great.

WOW, an all hami build (well almost). Do you have this build, and if so how much did it cost man??

I wouldn't build it this way. The recharge and defense is pretty lack-luster, and even though the stamina will be good, it will be expensive to do with all those HO's. Even if you already own the HO's, that's a ton of value to tie up in a toon that could be better, and for probably less money. I'll post a build in a little bit with my idea for the build.

Here's my take on the toon. Open this one alongside the HO build you have, and you'll see that you'll be making improvements in every category other than Regen, pretty much. The build I put together for you is reasonably affordable, and should do better for you for the most part. If you haven't already, acquire the accolades I have selected for the build and you will have one badass blaster on your hands.

Just make sure to make the toon worth the money. hmmm that sounds like a motto....
anyways, Mighty makes a good point, and a good build, so examine his closely as it'll probably end up saving you money and being better. And if this toon is ur badge whore, then it'll be worth dumping money into them to get that 'uber' feeling .

Thats my current build, I have all the HO's slotted. It wa a build Stryker did for me I have been running that build since before I left SF. I know it can be better cash is no problem, respec's might be to get all the HO's off her. Thank you for th input. Also what do you guys think about it as a PvP toon, could it be good? With dual builds 1 for PvE, 1 for PvP.

It could definitely be a good PvP toon. The recharge slows, multiple holds, and high damage (two build up powers) makes it real tough. You could manage some good defense and resistance too. With the Hoarfrost, you'll have a lot of hit points, plus hibernate which will extend your survivability. If you also have those accolades I was talking about, you'll have about a minute of damn-near god-mode, which is usually more time than a blaster really needs to kill you. The enemy will fire off their worst threats during the first minute, and by then you have them so slowed that you shouldn't have a problem.

The truth is, the build I posted isn't bad for PvP, but it could be better. More holds, Super Speed instead of Super Jump, and so on. Also, in open zone, you could use the ice slick and PBAoE sleep toggle to prevent stalkers from AS-ing you when you're standing still. Either way, this toon would do well in a 1v1 as well as on an open-zone team.

Personally, I find it's better to focus on doing one or two things really well than to have a half-dozen abilities you do pretty well. If you're going to treat Bitter Freeze Ray as a hold, grab Freeze Ray and Freezing Touch to go with it. Ice Storm and Snow Storm for Slows? Why not Chilling Embrace and Shiver, too? (Probably a bit excessive for most PvE, but much better in PvP.) Flash Freeze/Frozen Aura would also be a good combination.

I don't have enough experience in PvP to really give any advice related to that, but I don't know if the Resistance you're getting from Tough is worthwhile in PvE. I'd also question the Defence from Weave and Frozen Armour. You have fairly good defence against some damage types, but not against others - why not look for powers that help in every fight instead of powers that will only help in some? Of course, depending on what kind of buffs you have on your team, that could all go out the window.
