The rights of different ranking members.

For the past few days, people have been asking me what their rights will be as they earn different ranks within the VG. As of yet, I haven't had a chance to talk to Molecular and get the wrinkles to that topic ironed out, but I will make a point to talk to him soon and get that all straightened out.

When we get the details organized, I will edit this post to show the layout for how it will break down.
