Here is the build I am using for my Ice/Cold, its speced for PvP which is why alot of the shields are not taken. Let me know what you think (It's been a while since i've made one of these).

I'm not an expert on PvP, but I wouldn't bother triple-slotting powers with the same enhancement; the third is rarely worthwhile at 50. I think you mentioned having been away for three years in your introductory post; did you leave before or after Enhancement Diversification was implemented? (I can't remember when they did that.)
For example, Stamina with two Level 50 IOs gives you 0.77 end/s. A third IO increases that to 0.83 end/s; it takes a good seventeen seconds for that IO to give you even a single extra point of endurance. That's hardly worth a slot. I find the best mix is a Performance Shifter +End, +End/(anything), and Chance for +End, which gives you an effective 0.91 end/s and a couple nice set bonuses.
Similarly, two IOs in Health gives you 3.28 HP/s and a third only increases that to 3.56; one Hit Point every four seconds is hardly going to make a difference when you're taking hundreds of damage per hit. For that matter, the first IO is only increasing your Regen by 17%; a Regenerative Tissue +Regen (25%) or a Numina's Convalescence +Regen/+Recover (20%/10%) would give you more. Slotting Health with Healing IOs isn't very effective; if you can't get a good set IO, you should probably leave it at one slot.
The same thing even applies to the Purple Damage Sets (Apocalypse, Ragnarok, etc.) - they sets give you more +Damage than they can actually use, so, unless you really want the six-piece Set Bonus, you're better off skipping the straight +Damage enhancement in each set.
It looks like you've done this with a lot of powers, actually. You might want to turn on Pop-Ups in Mid's (top-right); if you mouse over a power, it will show you the percentage each attribute is enhanced to; if something is red, you've probably put too many enhancements of that type in; try removing one and seeing if the difference is something worth using a slot on.
If you're planning to stack Hold with Bitter Freeze Ray and Soul Storm (both do less damage than your basic Ice Blast, so not much point slotting for Damage), I'd recommend trying Lockdown: Chance for +2 Mag Hold enhancements. I've been trying to get them on my Ice/Dark Corruptor; your Holds already stack to Mag 6 (Mag 9 if you grab Freeze Ray), but that 15% chance for an extra Mag 2 Hold on each could determine whether you beat someone's resistance or not. Also, if the description in Mid's is correct, that proc is good for 6 seconds in PvP, whereas the powers' Holds will cap out at roughly 4 seconds, including enhancements.

thanks alot korzanis. I did not know all of this. I have actually kinda scrapped this build and started leveling a dark/cold, but I have done most of the same slotting as far as stamina, health, and attacks. I am only level 31 so IOs are a ways away so I can still make changes to the slotting. I changed cause I found out that Cold blast's powers had been nerfed in PvP. I am still taking soul storm on my new build (I may not have updated it on the site) but it does a good deal of damage in PvP. If you wouldn't mind looking at that build, it would be great.
