Anyone know if the chance for damage proc in the Apocalyse set is only pve or does it work in PvP as well? Reason i Ask is alot of the other procs have say this for PvE and then like nonresistable dmg for PvP. Also let me knwo what you think about the set bonuses and how they could be better. Is Endurance worth 6 slotting for the recharge bonus?

A few suggestions:
Dark Pit: Absolute Amazement
You're at +145.75% Stun Duration, but that gets cut to +101.86% because you're way over the limits for Enhancement Diversification penalties. As it is, you get a 4.04 second stun, but dropping the straight +Stun enhancement only reduces that to 3.8 seconds. It would probably be better to drop that enhancement and take the Chance for ToHit Debuff instead, which would preserve your five-piece set bonus and also has a very good proc (33% chance of a non-resistable -7.5% ToHit for a little over 10 seconds).
Night Fall: Ragnarok
For the exact same reasons as above, you'd do well to drop the straight +Damage enhancement in Ragnarok for the Chance for Knockdown (it's not the best proc, but you're only getting a little less than 6 points of damage out of the +Damage enhancement).
Tactics
I wouldn't bother with the Chance for Build Up enhancement - it has a painfully low proc rate (5% every 10 seconds means it would proc a little less than once every three minutes) and the buff is so short it'd be almost impossible to make good use of it (5.25 seconds - if you were paying attention, you might get two powers off, and, odds are, the ones you'd really want to use will be on cooldown).
You've got lots of Defence Debuffs, but you might want to consider throwing some Resist Debuffs in there, too. Heat Loss does a fair amount, albeit infrequently, and there's a good Chance for Res Debuff enhancement in the Achilles' Heel set for Defence Debuff powers. You'd also benefit from squeezing a Luck of the Gambler Recharge Speed enhancement into Arctic Fog.
Was Travel Suppression implemented before or after you left? Travel Powers are suppressed for about 4 seconds after you attack now, so Super Speed & Super Jump isn't nearly as effective as it used to be. Try it out in PvE and you should get a good feeling for how well you'll be able to move.
Finally, you might want to check the market price for those PvP Enhancement Sets; unless the prices have dropped or you've got billions of infamy available, you'll probably need to choose other enhancements until you manage to save up for them.

I have moved some stuff around. I know the IOs will be very expensive, but I plan on playing quite a bit so it wil be something to work towards. I will prob be using this toon in the arena where you can turn Travel suppression off. In zones I will need someone tagging along to give me some extra fire power to kill someone most likely.

Artic fog i reslotted with 3 Gladiator Armor IOs and one Steadfast Protection KB IO. I read somewhere you need 40+ KB protection in PVP these days. I took a slot out of hurtle and put it into artic fog to get the +recharge from luck of the gambler like you suggested.
On Torrent, I changed the straight knockback IO to a different one in the set.
